Phyllis Barr 314-260-1206 The proposed Firm Fixed Price Contract with
Award Fee and some Time and Material and Indefinite Delivery/Indefinite
Quantity provisions provides for base operation services (BOS) for
NIMA's Arnold facility, currently under construction, and some services
for NIMA's facility located at 3200 South Second Street, St. Louis,
Missouri. The period of performance is for a one year base period with
four (4) option years. The services include: Facilities Equipment
Operation and Maintenance, Janitorial Services, Integrated Pest
Management, Snow and Ice Removal, Grounds Maintenance, Safety and
Industrial Hygiene, and Refuse Collection and Disposal, Recycling, and
Classified Waste Destruction. The applicable SIC Code is 8744 with a
size standard of $20M. Firms MUST possess Department of Defense Top
Secret Facility and personnel clearances, as well as, minimum education
and experience requirements for key personnel listed in the BOS
Performance Work Statement. A Site Visit is currently planned for 5 May
1998 . See solicitation for exact date and location of site visit.
Contractors must meet the following two essential criteria: Possession
of facility security clearance at the TOP SECRET level and fulfillment
of all administrative requirements of the solicitation. Offers who
don't fulfill the above criteria will be considered non-responsive and
receive no further consideration. Those that satisfy these
requirements, will be invited to present their corporate qualifications
orally (along with written materials) and will be evaluated and scored
using the following criteria, in descending order of importance: Past
Performance, Price, Management Resources, and Quality Control Program
to determine the best value to the Government. Since significant
subcontracting opportunities exist, it is suggested that small business
firms or others interested in subcontracting opportunities in
connection with this procurement make direct contact with prospective
prime contractors early in the procurement stages. All responsible
sources may submit a proposal which will be considered. The proposed
contract listed herein is unrestricted. The solicitation documents and
