High Payoff Rocket Propulsion Technology IV. This announcement is in
two parts. Part 2 of 2, PRDA 98-01-PKAE. BASIS OF AWARD: The Government
reserves the right to select for contract award any, all, part or none
of the proposals received in response to this announcement. Multiple
awards to the same topic area are also possible. The selection of the
sources for contract award for each topic shall be based upon an
integrated best value assessment considering technical merit and
cost/price. A scientific and engineering evaluation will be conducted
on all proposals received. The purpose of this evaluation is to
determine the relative merit of the technical approach proposed in
response to this announcement. This evaluation shall consider technical
aspects and cost as related to technical effort. The same criteria will
be used for the abstracts and the full proposals. The technical
evaluation area will be ranked as first priority in the evaluation. The
cost area, while considered substantial, will be second in priority.
The technical evaluation will be based on the following criteria.
Criteria 1 and 2 are of equal importance to each other and most
important in the technical area. Criteria 3 and 4 are also of equal
importance to each other, but are of less importance than criteria 1
and 2. The Technical area criteria are: 1. Soundness of offeror's
technical approach with regard to feasibility of the project,
probability of the technology being a viable candidate for
selection/application into an operational system, and understanding the
scope of the technical effort. 2. Relevance of the proposed effort to
the achievement/demonstration of the goals of the Integrated High
Payoff Rocket Propulsion Technology (IHPRPT) program. 3. Innovation and
creativity of the proposed solution. 4. Capability of the offeror to
successfully accomplish the proposed effort, which includes
demonstrated relevant past/present performance, the availability of the
necessary resources such as experienced and competent technical and
management personnel, and the availability, from any source, of
required laboratory, shop, and test facilities. Organization and
clarity of information are critical to all of the evaluation criteria
for both the abstract and the full proposal. Cost, which includes
consideration of proposed budgets and funding profiles, and cost
elements as they relate to the technical effort are the second
evaluation area. It is anticipated that adequate price competition
(APC) will be achieved between the offers received for a particular
topic. If, after step 1, it appears APC will exist in a particular
topic, full cost proposals will not be solicited for the selected
abstracts. Only that data deemed essential for determining a fair and
reasonable contract price and for the performance of a cost realism
analysis will be requested. [Cost Criteria (a) and (c) below apply.] If
APC is not achieved on a particular topic, the offerors of the selected
abstracts will be requested to submit cost or pricing data IAW FAR
15.403-4. [Cost Criteria (a), (b), and (c) below apply.] The cost
evaluation criteria will include: (a) reasonableness, realism, and
completeness of cost in relation to the technical risk; (b) basis of
estimated engineering, fabrication, and test costs; and (c) appropriate
distribution and adequacy of estimated costs in relation to elements of
the proposed technical effort. Those offerors electing to submit a full
proposal in the absence of an invitation shall submit cost or pricing
data IAW FAR 15.403-4. No further evaluation criteria will be used in
selecting the abstracts and proposals. The technical and cost
information will be evaluated at the same time. GENERAL INFORMATION: To

2273. All information contained in this synopsis and companion
supplemental package is available electronically via the On-Line
Acquisition Solicitation Information System (OASIS) at Edwards AFB, CA.
See below for address. Questions of a technical nature regarding the
IHPRPT program and this PRDA should be directed to Mr. Glenn S. Olson,
AFRL/PRR, (805) 275-5056. Technical questions specific to a particular
topic should be directed to the POC indicated in the topic description
found in the Supplemental Package. Abstracts and proposals in response
to this PRDA shall reference the technical project being proposed
against as well as PRDA 98-01-PKAE. Abstracts and proposals submitted
after the respective cutoff dates specified herein shall be treated in
accordance with the restrictions of FAR 52.215-1. NOTE: All
contractors must comply with all provisions of FAR 52.215-1 (Oct 97)
"Instructions to Offerors -- - Competitive Acquisitions". A copy of
this provision may be obtained from the contracting point of contact.
Awards made as a result of this PRDA will be in the form of contracts,
grants, cooperative agreements, or other transactions as determined by
the work to be performed. Total funding for this PRDA is $19,201,000.
Principal funding of this PRDA and the anticipated awards are
contemplated to start in FY 99. Offerors should state that their
proposals will be valid for 180 days from submission. The Government
reserves the right to award contracts up to 1 year from issuance of
this announcement. The cost of preparing abstracts and proposals in
response to this announcement is not an allowable direct charge to any
resulting contract or any other contract, but it may be an allowable
expense to normal bid and proposal indirect cost specified in FAR
31.205-18. The Air Force reserves the right to amend this PRDA to allow
for subsequent submission dates for abstracts. This announcement
constitutes the only published solicitation for this requirement. A
formal Request for Proposal (RFP) will not be issued. Request for
Proposal letters will be sent only to those offerors participating in
Step 1 and selected in accordance with the abstract evaluation
criteria. Offerors should be alert for any PRDA amendments that may be
published. Note: Offerors are advised that only contracting officers
are legally authorized to commit the Government. All responsible
sources may submit an abstract and proposal which shall be considered
