The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Emergency Program Staff, Riverdale, Maryland, requires a contract with Bayer Ag for the finishing and filling of foot-and-mouth disease (FMD) vaccine antigen concentrates (VACs) into final vaccine. Three serotypes VACS were previously produced by Bayer Ag for USDA, APHIS, VS and the North American Foot-and-Mouth Disease Vaccine Bank in the early 1980's and stored by APHIS at the Foreign Animal Disease Diagnostics Laboratories at Plum Island, New York. Therefore, USDA, APHIS intends to negotiate the contract with Bayer Ag on a sole source basis. No other companies or firms will be considered. The contract is intended to be a standby contract to ensure availability of FMD vaccine in the event of an emergency outbreak of FMD in North America. Bayer Ag will be required to prepare a pilot batch of 1000 doses from each of the 3 Government-owned FMD VACs, purchase and storage of supplies and materials required to finish VACs into final vaccine, and ensure readiness in the event of an emergency. A firm, fixed-price contract is anticipated. The effective period of the contract will be full year from date of award with four (4), 1-year renewal options.
