The Patent and Trademark Office (PTO) located in Crystal City,
Arlington Virginia, anticipates entering into a five-year (base with
four options) contract for the operation of a centralized mail center
which provides for the receipt, sorting, and distribution of PTO
incoming, outgoing and interoffice mail, including patent application
files, at the highest level of quality and in a timely manner. The
estimated annual volume is 13.7 million pieces of mail. The estimated
number of mail stops, 101, includes pedestrian and vehicular mailstops
found within 15 buildings. We require contractor-furnished truck(s)
for the vehicular stops. We are offering this acquisition for
competition limited to eligible 8(a) concerns. The Standard Industrial
Code (SIC) is 8744. We will conduct this competitive acquisition using
a streamlined acquisition process. The process is described in a
document entitled "Department of Commerce Acquisition Process Case for
Change" available on the Internet at http://www.doc.gov/oam/conops.
The intent of this streamlined acquisition process is to provide an
improved acquisition environment. It will benefit both the vendor
community and the Government in an atmosphere of integrity, openness
and fairness. On or about May 4, 1998, the first part of this
acquisition process will begin with the issuance of a Project
Agreement. The Project Agreement will be available on the Internet at
http://www.uspto.gov/go/conops. In using this acquisition process, the
Project Agreement will serve as the solicitation document for this
requirement. Interested parties must respond to the Project Agreement
to be considered for award of a resultant contract. We will adress
questions regarding the requirement after publication of the Project
Agreement and a site visit/preproposal conference. We will provide the
date, time and location of the site visit/preproposal conference in
the Project Agreement. We will not establish a mailing list for this
requirement, therefore, we do not require a response to this Commerce
