19 -- COMMERCIAL CRAFT CANDIDATES U.S. NAVY PERSONNEL BOAT (MEDIUM) POC Stephen V. Piasecki, NAVSEA 02222, Contracting Officer, (703)602-3102 The Naval Sea Systems Command seeks information from manufacturers and dealers of commercial or non-developmental (NDI) boats, currently in service, for potential future procurements. Companies with heavy duty commercial boats capable of modification or companies with NDI boats meeting the characteristics below are encouraged to respond. Fiberglass or aluminum construction is acceptable. Boat will be operated by a crew of three (weighing 75 kg (165 pounds) each). Primary mission is to transport personnel from ship-to-shore at speeds up to 23 knots in calm water with full fuel, 40 passengers, and 3 crew. Range at full speed is to be 126 nautical miles minimum. A soft, dry ride is preferred. The boat must provide a high degree of stability, ease of operation, and maximum safety under adverse conditions of alongside ship maneuvering in a seaway. The boat must have a built in flotation system to keep a fully loaded, swamped boat afloat, level and upright, with no less than 150 millimeters (six inches) freeboard remaining. A single point lifting sling, capable of lifting 10,000 kg (22,000 pounds) is required to handle and store the boat on U.S. Navy Air Craft Carriers, and other ships as required, and at shore activities. Spreader bars or strongbacks cannot be incorporated into the lifting system. Maximum allowable boat hoisting weight (full fuel, 3 crew, and hoisting gear is 10,000kg. Maximum dimensional envelope for the boat and its hoisting system for interface with Navy ships is: 13 Meter Length x 3.8 Meter Beam x 4.2 Meter Height (from lowest boat appendage to the throat of the crane hook). The boat must have a self-bailing crew cockpit, and a portable cockpit canopy to protect the crew from the elements. Passenger compartments (cabins) must be enclosed. Seats must be securely held in place. Seating for the passengers must be located and designed with consideration for human factors such as fatigue of passengers and comfort. The boat must be powered by diesel engine(s). The Cummins "B" series is preferred.An ungrounded 12 or 24 volt direct current electrical system is preferred. The following information is requested for the identified boat(s): (1) A full description of boat(s) you have that may fit the requirement identified above. The response to this request may be in any form or format, including the company's standard literature. Price, warranty terms, and availability is desired. (2) What is the yearly production rate and who are the customers? (3) Is there U. S. Coast Guard Certificate of Inspection for compliance with 46 CFR Chapter I, Subchapter T, Small Passenger Vessels? (4) What design standards are used; e.g. ABS HSC, ABYC, etc? (5) Are you a small or large business?
