Purchase Description PD) The U.S. Army Tank Automotive and Armaments
Command (TACOM) is issuing a Market Survey for the Rough Terrain
Container Handler (RTCH) Program. The Market Survey is a continuation
of our efforts to openly communicate our requirements for a RTCH as
well as solicit information from potential offerors on the feasibility
of our requirements in terms of cost, schedule and performance. To
assure you are aware of our past actions, the following summary is
provided. In the July 10, 1997 edition (July 7, 1997 Online edition) of
the Commerce Business Daily (CBD) (page 26), TACOM requested potential
sources of supply for a 55,000 lb. Rough Terrain Container Handler
(RTCH). A Market Survey and a draft purchase description were sent to
everyone who responded to the CBD announcement. As a result of the
information that we received from that questionnaire, as well as
communications with the user, we updated our draft purchase
description. Two follow up Market Surveys and a revised draft Purchase
Description for the RTCH, dated Oct 27, 1997 and Feb 17, 1998, were
posted on Nov 10, 1997 on the TACOM Acquisition Center home page under
Market Surveys. We appreciate the comments and suggested changes to
our requirements, which have been provided by industry to date. We
again solicit your comments on the draft PD, which includes changes
from the last draft we released. Feel free to submit comments on the
achievability of the PD requirements and any other aspects of the
program. You are encouraged to obtain from the TACOM Acquisition Center
home page a complete copy of the Market Survey and attachments at
http://www.tacom.army.mil/Acq_Cen/ssn/sources.htm. We have attached a
revised draft purchase description (PD) and a copy of the Operational
Requirements Document (ORD). GENERAL We intend on releasing the draft
Request for Proposal for the Phase I contracts in April, 1998. We
anticipate awarding the prototype demonstration contract in September
1998. The successful contractors will have 5 months after award of the
Phase I prototype demonstration contracts to deliver their prototypes
to Aberdeen Test Center. The test/demonstration of the prototype will
take approximately five months. We anticipate awarding Phase II
production requirements contract in September of 1999. Point of contact
