Supply Service-Washington intends to negotiate a sole source purchase
order with C&L Associates, 10871 Spring Knoll Dive, Potomac, MD 20854.
This is a follow-on effort to a research effort provided by C&L
Associates. The primary scope of this project will be further work on
the Mission Approach to Net Assessment and to Force Planning -- with
special attention to new concepts of the role of mission defenses in
future patterns or world armaments. The work requires analysis of
political, military, technological, and regional factors relevant both
to mid-term (5-15 years) and longer-term considerations affecting
force planning and operations in a full range of contingencies, taking
account of existing Pentagon structures and requirements and the need
for dealing with changing technologies, contexts, and operational
concepts. The contractor will be required to create contexts and models
and to apply contexts and models provided by the government. The work
will involve consideration ofthe strategic perspective of various types
enemy powers and rogue groups in all regions with potential enemies,
now and in the future. It will also include analysis of how various
democratic forms of government affect potential threats to the U.S. The
period of performance will be 12 months. The notice of intent is not a
Request for Proposals, though any capability statement received within
15 days after date of publication of this synopsis will be considered
