The Air Education and Training Command of the United States Air Force has a requirement under the Security Assistance Training Program for training the Korean Air Force (ROKAF) on organizational and intermediate (O & I) levels of maintenance on the T-38 aircraft. The contractor shall provide the ROKAF students with the skills necessary to maintain the T-38 aircraft at the O & I level on a daily basis without additional knowledge, skills, or assistance. The ROKAF currently maintains the F-5 aircraft, so instruction shall be directed towards F-5 qualified technicians with the emphasis on the differences between the F-5 and T-38 aircraft. All instruction shall be in the English language and take place at Yechon Air Base, Korea in approximately April 1999. Training shall include a combination of formal academics and necessary practical "hands-on" exercises to develop skills proficiency. This shall include, but is not limited to, the following maintenance disciplines: Airplane General (Crew Chief) Pneudraulics Propulsion Electro-Environmental Avionics (mostly Comm-Nav) The Air Force specifically encourages and invites small businesses, historically underutilized businesses, woman-owned businesses, and historically black colleges and universities and minority institutions to submit their capabilities and qualifications in this unrestricted procurement.
