The U.S. Army Communications and Electronics Command intends to enter into an additional sole source agreement with Hughes Aircraft Co. (Raytheon Systems Company), via a non-competitive negotiations under the current Hughes Aircraft Company IDIQ contract DAAB07-95-D-S604. This new agreement will provide funding for the for the Mentor Prot g Program, to enable Hughes Aircraft Co. (Raytheon Systems Company) to assist Technical and Management Services Corporation (TAMSCO) with significant subcontracting opportunities for specific areas in which developmental assistance is planned. Hughes Aircraft Co. (Raytheon Systems Co) will provide mentoring to enhance TAMSCO'S capabilities and to increase their participation as subcontractors, and suppliers for the Department of Defense and other Government and commercial contracts through the on-going Phase II Mentor Prot g Program. A modification will be issued in accordance with DOD and DA regulations under an Indefinite Delivery, Indefinite Quantity Contract underthe authority of 10 USC 2409 (c) (1) as implemented by FAR 6.302-1(b)(1) "Only one Responsible Source".
