SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR
PART 13, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS
ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE
ISSUED. This solicitation, #53SBNB867058, is a Request for Quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-04.
This procurement is set aside for small business. The associated
Standards Industrial Classification Code (SIC) for this procurement is
8733, and the small business size is $5 million. The National
Institute of Standards and Technology (NIST) has a need for services to
provide research and service assistance in photometry, as described
below. (1) The contractor shall be responsible for building the
external calibration source system for the 2.5m integrating sphere; (2)
The Contractor shall perform experiments for realization of the
detector-based luminous flux unit using the integrating sphere system;
(3) The Contractor shall be responsible for implementation of the
instrumentation of the spectral radiant flux measurement system with
the integrating sphere; (4) The Contractor shall perform experiments
for realization of the total spectral radiant flux scale; (5) The
Contractor shall perform measurements needed for the maintenance of the
NIST photometric units. (6) The Contractor shall build the hardware and
develop the programming to improve the measurement systems for the
photometric bench and other photometric equipment; (7) The Contractor
shall provide support for maintaining the High Accuracy Cryogenic
Radiometer; and (8) Deliverables: The Contractor shall have access to
NIST facilities to run the experiments and collect and analyze the
results as they are obtained. The Contractor shall provide quarterly
reports to the Contracting Officer's Technical Representative (COTR)
[Reports shall be provided by the Contractor with two copies of the
face sheet (invoice) and with each report referencing: contractor's
name, address, order number, date and reporting period, project title,
and social security number]; shall co-author publications with NIST
staff; and shall present talks at conferences. The Contractor shall
wear safety glasses and follow other NIST-approved safety practices
while on the NIST site. The Government anticipates award of a purchase
order resulting from this combined synopsis/solicitation to the
responsible offeror whose quotation, conforming to this
synopsis/solicitation, will offer the best value to the Government,
price and other factors considered. Evaluation Criteria to be included
in this acquisition are as follows: Technical Ability to Meet or
Exceed the Government's Requirements, Past Performance, and Price.
Technical evaluation criteria, when combined, are significantly more
important than price. Offerors shall include with their quotation
evidence of the following capabilities (via Curriculum Vitae, List of
Publications, etc. of key personnel to perform the required work): (1)
Ability to construct, automate, and use the primary-standards-quality
photometric instrumentation, as evidenced by experience in a leading
photometry research laboratory and publication of original work; (2)
Ability to perform experiments required to maintain the national scales
for photometric units, as evidenced by experience in doing so with
detector-based methods derived from advanced techniques using
integrating spheres and photometers traceable to absolute cryogenic
radiometry; and (3) Ability to provide support for high accuracy
cryogenic radiometry activities, as evidenced by experience with such
instrumentation, including cryogenics and specialized electronics and
automation. Offerors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need or the offeror's taking exception to it. The
period of performance for this acquisition is from May 1, 1998 through
April 30, 1999 (one man-year of work). The FOB point for deliverables

submit with their quotation package a completed, signed copy of FAR

responsible, small business concerns should submit quotes, by 3:00 PM,
Washington, DC time, on April 22, 1998, to the National Institute of
