D -- CELLULAR PHONE SERVICE FOR FBI-LOS ANGELES FIELD OFFICE SOL RFP-7191 DUE 042298 POC Lisa Foster, 703-814-4917 This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a proposal which shall be considered by the Federal Bureau of Investigation (FBI). Proposals will be evaluated based on the factors as listed below and a contract award will be made no later than 4/24/98. The solicitation number RFP-7191 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. The SIC code is 4899 and the small business size standard is $11.0 million in revenues. The contractor shall provide the following service and equipment to be fully integrated with the current communications capabilities of the FBI's Los AngelesField Office. The service and equipment as listed shall be provided by a fully integrated service provider and shall have the following salient capabilities and characteristics: Three hundred seventy one (371) digital phones with carrying case and the capability of phone to phone two-way radio, two line capability, group conferencing, paging, voice mail, caller ID, call forwarding, call waiting, last number redial, automatic redial, and a minimum of 75 number phone list. 300 Vehicle battery chargers. One (1) cellular phone base station. A monthly service plan for each phone to include at a minimum 50 minutes of use that may be pooled for like plans. Optional service plans that may be activated on a per phone bases with the minutes of use pooled for each like plan, pricing guarantee for twelve months. All usage after the first minute to be billed in seconds. No roaming charges associated with calls in any of the providers service areas. An optional price list for additional phones and accessories with price guarantee for twelve months. The place of delivery shall be FBI, Suite 1700, 11000 Wilshire Boulevard, Los Angeles, California 90024-3672. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered.
