for Proposal (RFP) for this acquisition is scheduled for simultaneous
web site posting on April 7, 1998. A Sources Sought Synopsis was
published September 25, 1997 and a request for industry review of the
draft RFP and SOW was published on January 6, 1998. The proposed
contract will have a basic period of performance of 1 October 1998
through 30 September 1999 with eight (8) 1-year option periods. It's
purpose is to acquire non-personal services for end-to-end systems
engineering support to the NORAD/USSPACECOM systems and mission. The
support required shall assure that operational requirements are
satisfied through technically feasible, integrated, system evolution,
cost-effective system improvements, acquisition and integration. An
objective approach to the architecture, design, acquisition, test,
modification, and upgrade of elements, communication links, display
system, etc., is required to meet the demands of supporting the
NORAD/USSPACECOM systems. Respondents must identify expertise in
planning, analyzing, engineering, designing, and testing effort in
order to define, document, and evolve the NORAD/USSPACECOM systems. The
government contemplates 2 multiple award cost-reimbursement type
contracts for this requirement; one set-aside for small business, one
full and open. The Standard Industrial Classification (SIC) code for
this acquisition is 8711 with a small business classification ceiling
