Herchak, Contracting Officer The USDA, Agricultural Research Service (ARS), requires that all labor, supervision, tools, and materials necessary be provided to remove an existing 2500-Gallon Underground No. 2 Fuel Oil Tank and install a new 2500-Gallon Underground No. 2 Fuel Oil Tank at the ARS facility in Wyndmoor (Philadelphia), Pennsylvania. Work includes, but is not limited to, removal and disposal of an existing 2500-Gallon Underground No. 2 Fuel Oil Tank, piping, concrete pads, electrical conduits and associated appurtenances, testing and clean-closure of the excavated site, and installation of a new 2500-Gallon Underground No. 2 Fuel Oil Storage Tank in accordance with the U. S. Environmental Protection Agency (EPA) and the Pennsylvania Department of Environmental Resources (PaDER) requirements. To meet with the (PaDER) regulations, and the Pennsylvania Storage Tank and Spill Prevention Act (25 PA Code Chapter 245), only companies and their employees certified by PaDER as a tank handling company and inspectors may do this work. The successful contractor must submit a copy of the PaDER Certificates within 14 calendar days after the Notice of Contract Award. The estimated cost of construction is between $25,000 and $100,000. The size standard is 1791 and 7.0 million dollars average annual gross revenues taken over the last three fiscal years. This project must be completed within 90 days after receipt of the notice to proceed. Solicitation No. RFQ 06-3615-98 contains the specifications and drawings and will be available on or about May 4, 1998.
