The announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)90-46. This solicitation is being issued as a Request For Quotation (RFQ) # 7188. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. Standard Industrial Classification is 3663, and the Business Standard is 750 employees. This will be a "Brand Name or Equal" solicitation consisting of (10) Opticom FMV-564/XMT-LO-ST-IC (fiber optic transmitter), (10) Opticom FMV-564/RCV-LO-ST-IC (fiber optic receiver), (10) Opticom FMV-564/XMT-L1-ST-IC (fiber optic transmitter), (10) Opticom FMV-564/RCV-L1-ST-IC (fiber optic receiver), (1) Opticom FMX-48400/XMT-L2-FC-IC (fiber optic transmitter), (1) Opticom FMX-48400/RCV-L2-FC-IC (fiber optic receiver), (2) Opticom FMX-48440/XMT-L1-ST-IC (fiber optic-transmitter), (2) Opticom FMX-48440/RCV-L1-ST-IC (fiber- optic receiver), (6) Opticom DTCR-7-RPS (7-slot, desktop w/ redundant supplies). DTCR-7-RPS will be seven slot, desk top card rack with mounting flanges, 120 VAC, 80 watt redundant slide-in power supplies. All equipment offered must be fully compatible with existing Opticom equipment. The above listed characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an "equal" the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted on the proposal. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To insure that sufficient information is available, the vendor must furnish as a part of its quotation all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirements of this announcement it shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the modifications.
