Price/Pkwrm/[937]257-8344 Wright-Patterson AFB intends to negotiate on a sole source basis with The American College of Physician Executives, Tampa, Florida, for the purchase of leadership/management training. This is a combined synopsis/solicitation for commercial acquisition items to be procured for Headquarters USAF/SGW, Bolling AFB, DC. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued for a non-personal services contract to deliver a lecture entitled "The Physician Management Seminar Series" at Sheppard AFB, TX. The government shall provide the facilities and equipment. The contractor shall furnish all course reference materials (to include 80 copies each of the textbooks entitled: "Fifth Discipline" and "Managing for the Future"). Eighty (80) sets of reference material course packages will be provided with each course for student use and retention. The contractor shall furnish course critique and evaluation forms to students for completion. After conclusion of each course, the contractor shall provide copies of all student critique/feedback forms and an evaluation of the course to AF/SGW. The contractor shall furnish all certificates of course completion to students at the conclusion of each course. The contractor will also provide the government with a listing of all attendees (by name, grade, unit of assignment, and social security number) within 30 days of course completion. The lectures will be given in three, four and one-half day sessions. This mission essential instruction will be given 27-31 July, 3-7 Aug and 10-14 Aug 1998. The contractor shall maintain the following customer service hours: Monday-Friday 7:30 a.m. to 4:30 p.m. The contractor's employees shall comply with all Air Force requirements and instructions/directives. The following clauses and provisions apply: FAR 52.212-1 and FAR 52.212-3 applies. Also, FAR 52.212-4 and 52.212.5 shall be included with any offer. In regards to the Central Contractor Registration (CCR) and to complywith the Debt Collection Improvement Act of 1996, registration must be accomplished. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
