Mental Health Services/SAMHSA through the Program Support Center,
General Acquisitions Branch has a requirement to produce an easy to
read, comprehensive guide for key managed care stakeholders, especially
for those purchasers and benefits designers of managed care. The guide
will include a comprehensive literature review and summary list of
recommended covered behavioral services that have the potential to
reduce the managed care plan's overall (behavioral plus medical
services) costs. The literature review should include unpublished as
well as published papers. The requested product should be useful to
managed care purchasers and stakeholders as a technical resource for
identifying cost effective preventive services. The resulting document
will be a collaborative effort between the Substance Abuse and Mental
Health Services Administration/DHHS, Center for Mental Health Services
(CMHS) and Center for Substance Abuse Prevention (CSAP), with CMHS
taking the lead in development, clearance,marketing, dissemination and
publication in a peer-reviewed journal. CMHS will coordinate with CSAP
for the widest possible dissemination. This guide would fill a much-
needed gap in the quickly evolving field that could be used by a
employers or purchasers of managed care services to make informed
decisions justifying the inclusion of specific covered services that
have been demonstrated to reduce the incidence of mental health
disorders and/or substance abuse, and to reduce overall health care
service costs. The period of performance for this requirement will be
9 month from the effective date of the purchase order. This acquisition
is being made utilizing Simplified Acquisition Procedures and is 100%
set-aside for small business. All requests for the RFQ must be
