Office of Naval Research (ONR), serving as executive agent for the
Department of the Navy, Chief of Naval Operations, Director of Space
Information Warfare, Command and Control (N6), is seeking proposals to
accelerate, within the university community, certain research
activities affecting advanced communications and information
technologies. Proposals are sought from qualified Institutions of
Higher Education (IHE) with strong capabilities in all of the following
six areas of research related to communications and information
technology: 1. Broad user communications testbeds; 2. Systems
engineering; 3. Fiber optics sensors and transmission devices; 4.
Secure and reliable wireless communications, 5. Effective user-friendly
human computer interfaces, and 6. Scientific visualization. This
initiative will improve the Navy=s capabilities to support distributed
computing, integrated services training, education, information
dissemination, and simulation. While identifying projects whichoffer
potential advancement and improvement in mission readiness, proposals
must stipulate the specific savings in research or other federal
expenditures that will accrue from accelerated research by the proposed
agreement. It is anticipated that a single award will result from this
solicitation and will include federal funding not to exceed $3
Million. The performance period is expected to run from the date of
award through 30 September 2002. The offeror is required to contribute
at least two times the amount of federal funds as cost sharing or
matching (refer to OMB Circular A-110 for definition of cost sharing or
matching). Proposals will be evaluated using the following criteria
which are listed in descending order of importance. 1. overall
technical merit of the proposed research, including demonstration of
the savings in federal funds that will accrue from acceptance of the
proposal; 2. potential contribution to Joint command, control, and
communications; 3. offeror's demonstrated capabilities, related
experience, and existing facilities which relate to these 6 identified
areas of interest in communications research; 4. qualifications,
capabilities, and experience of the proposed key personnel and team
leader; and 5. realism of the proposed costs and proposed cost sharing.
