anticipates award of a cooperative agreement to an educational
institution to establish a Food Technology Commercial Space Center
(FTCSC). The educational institution must be accredited by the
Institute for Food Technology. The focus of the FTCSC will be on the
development of food technologies for long duration missions while
promoting commercial applications of the technologies. A cooperative
agreement notice (CAN) will be issued to solicit proposals to establish
the FTCSC. The proposed FTCSC may be consortia in partnership with
corporations. A major factor in the selection process will be the
proposer's key personnel and the proposed process by which critical
path research will be defined, implemented, and integrated.
Partnerships with the corporate sector will be key elements of the
FTCSC, with the commercial partners committing resources to the
collaborative effort. NASA will provide its considerable knowledge and
expertise in the areas of space life sciences and its associated Food
Technology facilities and unique engineering assets. The FTCSC will be
required to establish a close association with the NASA Johnson Space
Center. It is NASA's intent to provide core funding (in addition to
research opportunities funded through yearly competitive
solicitations). The overall period to be covered by this cooperative
agreement is anticipated to be 5 years with an assessment to determine
if a 5 year extension of the cooperative agreement is in the best
interests of both parties. A draft Statement of Work and solicitation
(including a draft) will be available over the Internet. The draft
Statment of Work is available immediately and the draft solicitation is
anticipated for release on June 12, 1998. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format
and will reside on a World Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL of

responsibility to monitor this cite for the release of the solicitation
and amendments (if any). Comments to the draft Statement of Work are
encouraged and should be submitted to Steve Janney via e-mail at the
address below by May 22, 1998 to be considered for incorporation into
the final Statement of Work. Current schedules anticipate that a
pre-solicitation conference along with a facility tour to be held on
June 12, 1998. The workshop/facility tour will be from 9:00 a.m. to
11:00 a.m. in building 1, room 966 at the Johnson Space Center. A
facility tour will be held later that day from 1:00 p.m. to 3:00 p.m.
Please provide notification of intent to attend the pre-solicitation
conference to Steve Janney by May 22, 1998 at the e-mail address listed
below. The draft solicitation will also be released the same day of the
solicitation conference over the internet at the same address listed
above for the Statement of Work. Comments to the draft solicitation
will be accepted and reviewed up to 1 week prior to releasing the
formal solicitation. Comments to the draft solicitation should be sent
via e-mail to Steve Janney at the address below. It is anticipated
that the formal solicitation will be released 30 days after the draft
issuance with selection anticipated in 45 days after proposal receipt.
All responsible sources may submit a proposal which shall be

conference and indicate if you plan to attend the facility tour. An
