km63k@nih.gov. The Occupational Epidemiology Branch (OEB) of the
Division of Cancer Epidemiology and Genetics (DCEG) of the National
Cancer Institute (NCI) intends to negotiate with the University of
South Carolina School of Medicine for a four year contract for
collection of urine samples from approximately 47,500 women, aged 40-69
years, and blood samples from approximately 25,000 of the same women
currently participating in the parent cohort study in Shanghai, China.
This project began (under an NCI grant) enrolling subjects in 1997 and
collecting blood and urine from a subset of the cohort members. This
contract expands the collection of blood and urine to the remaining
women in the cohort. Authority: 41 USC 253(c)(1), as set forth in FAR
6.302-1. Number Note 22 applies as follows: The proposed contract
action is for supplies or services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302. Interested persons may identify their interest and capability
to respond to the requirement or submit proposals. This notice of
intent is not a request for competitive proposals. However, all
proposals received within forty-five days (thirty days if award is
issued under an existing basic ordering agreement) after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
