Work for this solicitation. Vendors should base their quotes/proposal
on information submitted here. There is no additional information. The
Statement of Work includes the deliverables and the dates for each.
Any award associated with this notice will me made using the Simplified
Acquisition Procedures in FAR Part 13, as a Firm Fixed Price order and
is reserved for small businesses. Also, please include your companies

addressed listed below. All questions about this notice must be
received no later than Close of Business on May 4, 1998. Statement of
Work The purpose of this purchase is to obtain contractor support to
perform orthophthalic polyester encapsulation (OPE) and vinyl ester
styrene (VES) stabilization treatment processes on various hazardous
waste streams. These hazardous waste streams consist of five
contaminants spiked into four separate waste types. The five
contaminants to be prepared are Lead, Chromium(VI), Strontium, Cesium
and Arsenic(III). The four separate waste types are synthetic soil
(utersol), Idaho Falls soil (soil 1), Savannah River soil (soil 2) and
Fernald metal sludge. The contractor shall identify and quantify the
constituents of each stabilization process. The contractor shall follow
all related RCRA and State regulations concerning treatability for
collecting, preparing, testing and disposing of the contaminants and
waste types. The EPA will supply the waste streams (soil samples) to
the contractor for processing. There will be a total of eight soil
samples. Each soil sample shall be mixed with the stabilization
treatment process in a predetermined waste/process ratio, cast and
cured following manufacturer's suggestions. A total of 22 samples shall
be cast in 2 x 4 inch cylindrical sample holders from each treatment
process mix prepared. The sample holders will also be supplied to the
contractor by theEPA. For the eight soil samples and each type of
treatment process, a total of 176 samples shall be prepared. Since, we
are processing waste samples in two different kinds of treatment
processes, a total of 352 samples shall be made. Therefore, based on
the available resources, the contractor shall perform the following
tasks: Task 1: Process and prepare a total of 176 solidified samples by
mixing the EPA supplied waste soil samples with OPE treatment process.
Deliverable: Ship the 176 solidified samples to a to be determined
location by EPA Project Officer (no later than June 10, 1998) for
further evaluation. Due Date: June 30, 1998 Task 2: Process and prepare
a total of 176 solidified samples by mixing the EPA supplied waste soil
samples with VES treatment process. Deliverable: Ship the 176
solidified samples to a to be determined location by EPA Project
Officer (no later than June 10, 1998) for further evaluation. Due Date:
June 30, 1998 Task 3: Record the waste/process ratio used to prepare
the specimens. Deliverable: A report summarizing the waste/cement ratio
shall be provided to EPA Project Officer. Due Date: June 30, 1998
