commercial items prepared in accordance with the format in Federal
Acquisition Regulations document (FAR) subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and

6TSA-98-DJH-0118 is being issued as a request for proposals (RFP). The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 97-04. CLIN
1. Support services to replace an automated data processing system
which is currently outdated and not Y2000 compliant with a standard
system using technologically advanced information management techniques
and telecommunications capabilities. Hardware involved: Honeywell
Mainframe Computer with 2 nine-track magnetic tape drives, 3 removable
256Mb mass storage devices, one 80-column card reader and one card
puncher. Unisys S5000/80 Mainframe computer with one magnetic tape
drive, 3 500Mb mass storage devices, one removable 80Mb mass storage
device, one 60Mb cartridge tape drive and 2 110V UPS's. Server based on
a Pentium 166MHz NT workstations. Software: Operating systems: MOD400
for the Honeywell Mainframe, UNIX Ver 5 for the Unisys Mainframe,
Oracle-8 for the Oracle Server and developer Windows NT 4.0 Server and
Workstation for the Windows NT 4.0 LAN designer and LAN clients.
Services required: Develop system requirements, develop technical
system design, define functional requirements, identify interfaces,
prepare user manuals, determine software requirements, determine
security requirements, develop database requirements, software
installation, develop training plan, develop training course material,
develop reports, document internal controls, conduct user training,
develop conversion programs, deploy system, and finalize user manuals.
The end result should be a fully operational supply contract
management system, including all operator and user manuals as well as
documentation of database design and modeling and troubleshooting
guidance. Place of performance is Giessen, Germany. Duration of Task is
from June, 1998 to September, 1999. FOB Giessen, Germany. No partial
quotes will be considered. No substitutions or variations will be
allowed. Please acknowledge all requirements on quotations. Please
indicate FOB destination on quote. The provision at FAR 52.212-1,
instructions to offerors, applies to this acquisition. Evaluation is
based on best value including cost and ability to meet service
requirements. Offerors shall include a completed copy of the provision
at FAR 52.212-3, offeror representation and certification --
commercial items, with its offer. The clause at FAR 52.212-4, contract
terms and conditions commercial items, applies to this acquisition. In
addition to the guidance contained in FAR 52.212-4, contractors shall
submit proof of delivery with their invoices. Proof of delivery may be
in the form of a bill of lading or other shipping document signed by
the receiving office. Invoices received without proof of delivery will
not be accepted. The clause at FAR 52.212-5, contract terms and
conditions required to implement statutes or executive orders --
commercial items applies to this acquisition. Offers are due by close
