synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, a supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. Refer to solicitation as RFQ
N00140-98-Q-2101. The solicitation document and incorporated provisions
and clauses are those in effect through the Federal Acquisition
Regulation dated 24 June 1997. The Fleet and Industrial Supply Center,
Detachment Philadelphia intends to acquire on a full and open
competitive basis the following items: Towing and Tugboat Services. For
the period of May 20-27, 1998 provide all services required to operate
NYC Sludge barge Udall's Cove to include towing, tug services,
pilotage, and personnel to operate Udall's Cove. Service requires
operation in NYC for Fleet Week 1998 in support of CHT
removal/collection and proper disposition from USS John F Kennedy
(JFK). Specifically: The ship will generate approx. 150K gallons the
first and last day (+/- 20K gal). Each day in between the ship will
generate approx. 80K gallons per day (+/-20K). The ship must have
constant hook-up, with the exception of three hours maximum absence in
any 24-hour period. The ship uses four -(4) inch quick disconnect
(CAMLOCK) fittings for CHT removal connections. The contractor will
provide conveyance for the barge, and provide for proper disposal of
the CHT. The contractor shall meet all required licensing requirements
for the disposal of the waste and shall provide the Navy a manifest
for the waste removed. The JFK will be moored at the ITO Pier 88N from
approx. 1000am 20 May 1998 through approx. 12 noon 27 May 1998. FAR
52.212-1 is applicable. Note: offeror's attention is specifically
directed to paragraph (b) (11) of this clause. A statement complying
with this paragraph must be included in the quotation. FAR 52.212-4 is
applicable. FAR 52.212-5 is applicable, along with the following
FARclauses cited in the clause:52.203-6, 52.203-10, 52.219-8,
52.222-35, 52.222-36 and 52.222-37. DFARS 252.212-7001 is applicable,
along with the following additional DFARS clause cited: 252.225-7012,
and 252.225-7036. The numbered Note 26 applies. All responsible sources
are encouraged to submit a quotation in response to the solicitation
which will be considered by the Fleet and Industrial Supply Center by
no later than 05/06/98 at 4:00 pm local Philadelphia time. Faxed
