synopsis/ solicitation is for commercial items prepared in accordance
with the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. (III) This synopsis/solicitation
is issued as an Invitation to Bid (IFB). This announcement constitutes
the ONLY solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions are those in effect through Federal Acquisition
Circular FAC 97-04. Payment bond is required, prior to notice to
proceed, if over $25,000.00. (IV) This combined solicitation is being
issued under the Small Business Set-Aside Program. The standard

items: 60 foot Piling 2.5 CCA SYP, Class B, Quantity 42; 40 foot Piling
2.5 CCA SYP, Class B, Quantity 53; 6 inch x 12 inch x 16 foot 0.8 CCA,
Quantity 12; 6 inch x 12 inch x 12 foot 0.8 CCA, Quantity 30; 4 inch
x 12 inch x 8 foot .8 CCA, Quantity 42; 4 inch x 12 inch x 10 foot .8
CCA, Quantity 32; 4 inch x 12 inch x 9 foot .8 CCA, Quantity 32; 3 inch
x 12 inch x 8 foot .8 CCA, Quantity 192; 6 inch x 6 inch x 16 foot .8
CCA, Quantity 01; 4 inch x 12 inch x 16 foot .8 CCA, Quantity 01. All
items must be delivered FOB Destination to the United States Coast
Guard Detachment, 1201 Navigation Blvd., Corpus Christi, TX 78403, no
later than May 26, 1998. The USCG will be providing all labor for the
unloading of pilings and timbers. (VIII) FAR provision 52.212-1

OFFERORS: Reference is made to enclosure (a) of COMDTINST 4200.49-It is
the policy of the Coast Guard to issue solicitation and make contract
awards in a fair and timely manner. To further this policy, the
Commandant has created the position of Solicitation Ombudsman who is
empowered to investigate issues raised by prospective offerors and
