performance of all operations necessary to provide construction quality
assurance (construction inspection) throughout the coastal region of
the State of Louisiana on federal heavy construction contracts. The
typical construction project to which these services will be provided
requires knowledge and experience in quality assurance practices
associated with earthwork, reinforced concrete, geotextile and rock
placement, timber and metal fabrication, and pile driving. The selected
firms shall be required to perform surveys for construction layout,
quantity computations, and final surveys for contract compliance and
development of as-built drawings; field testing and sampling of
construction materials; safety compliance checks of construction
activities; and accurately complete quality assurance reports. The NRCS
National Engineering Handbook inspection requirements shall be followed
in performing work under this project. Two indefinite delivery
indefinite quantity contracts will be negotiated and awarded. Each will
have a base period not to exceed one year and two option periods not to
exceed one year each. The amount of work in each contract period will
not exceed $75,000 for each contract award. An option period may be
exercised when the contract amount for the base period or preceding
option year has been exhausted or nearly exhausted. Work will be issued
by negotiated firm-fixed price delivery orders. The minimum guaranteed
amount of each contract period is $5,000. Preselection will be based
on the following. Firms must have in-house a minimum of...(1) one civil
engineer who is a Registered Professional Engineer in the State of
Louisiana with a minimum of five years experience; and (2) two civil
engineering technicians, one with a minimum of ten years experience and
the other with a minimum of five years experience in construction
inspection. Selection shall be based on the following criteria (see
numbered Note 24 for the general selection process): (1)
Specializedexperience and technical competence in the type of work
required. Evaluation will be based on directly related experience in
quality assurance for heavy construction and specialized education and
training applicable to material testing, safety, and other items
associated with quality assurance of heavy construction; (2)
Professional qualifications necessary for satisfactory performance.
Evaluation will be based on professional engineering registration and
personnel work experience associated with construction quality control
and any applicable certifications; (3) Capacity to accomplish the
work. Evaluation will be based on the personnel available, the firms'
existing work under contract, and the schedules for performance on
private or public contracts; (4) Past performance on contracts with
government agencies and private industry. Evaluation will be based on
the firms' quality and timeliness of performance under previous
contracts; (5) Location in the general geographic area and knowledge of
the locality. Evaluation will be based on the firms' proximity to
Louisiana's coastal region and prior work experience within the coastal
region of Louisiana. The above evaluation factors are listed in their
order of preference, with criteria (1) being the most preferred and
criteria (2), (3), and (4) being equally preferred. To be considered
for selection, a firm must document the above qualifications and submit
two (2) copies of the SF 254 and SF 255 to the NRCS address shown above
by COB June 2, 1998. Only documented qualifications will be considered
