Contractors must have (or be able to execute) a Master Ship Repair Agreement (MSRA) or Agreeement for Boat Repair (ABR) with Naval Sea Systems Command, U.S. Navy. All responsible MSRA/ABR sources may submit proposal offer which will be considered by the agency.
