DRILLING SERVICES FROM SMALL DISADVANTAGED BUSINESSES OR WOMAN-OWNED
SMALL BUSINESSES. POC Daniel St. Germain, (201) 529-4700. Malcolm
Pirnie, Inc. (ENGINEER), under its ARCS contract with the USEPA Region
II, may be soliciting drilling services in support of two remedial
investigations at separate federal Superfund sites in Region II within
the next several months. This notice is being used to solicit
expressions of interest from small disadvantaged businesses (SDBEs) and
woman-owned small businesses (WOSBs). If sufficient interest is
received, competitive bids will be solicited as a set-aside for SDBEs
and WOSBs. Bid Documents detailing the specific scope of work for each
site will be prepared. A typical scope of work may include but not be
limited to the construction of decontamination pads and drum storage
areas, drilling of soil borings; continuous split-spoon sampling using
ASTM Standard D 1586; installation of single and double-cased
monitoring wells with both flush-mount and aboveground closures; tremie
grouting; shelby tube sampling of cohesive soils; well development,
vegetation clearing and excavation of test pits. Firms responding to
each solicitation will be required to submit a bid bond in the amount
of 10 percent of the bid. Other bid requirements will include
completion of representations and certifications, adherence to
applicable federal and state requirements for health and safety
training (29 CFR 1910.120), medical monitoring, requirements with
respect to conditions of employment to be observed and minimum wage
rates to be paid The firm selected for each contract award will be
required to post a Performance Bond and a Labor and Materials Bond in
the amount of 100 percent of their bid. Before any subcontract is
awarded, the ENGINEER will conduct such investigation as is necessary
to determine the performance record and ability of each respondent to
perform the size and type of work described in the Bid Documents. Upon
request, the respondent shall submit such information as deemed
necessary by the ENGINEER to evaluate the respondent's qualifications.
Before a subcontract is awarded, compliance with all USEPA
requirements specified in the Bid Documents must be demonstrated and
will be subject to USEPA review and consent. The ENGINEER reserves the
right to: (1) reject all bids or any bid not conforming, in the sole
opinion of the ENGINEER, to the intent and purpose of the Bid
Documents; (2) postpone the award of the subcontract, (3) award more
than one subcontract, if the ENGINEER determines it is in the best
interest of the government, or (4) cancel the solicitation at any time
prior to subcontract award. To be considered, interested companies
should send a letter of interest and a qualifications package that
clearly demonstrates relevant experience (preferably at federal
Superfund sites), 40-hour OSHA training and a medical monitoring
