42 -- MOBILE "TUBE TYPE" OIL AND FUEL SKIMMING SYSTEM SOL F40650-98-Q-0015 DUE 061998 POC Tony Clayborne, Contracting Officer, (931) 454-7841 This requirement is for a mobile oil and fuel skimming system ("tube type") to be an Oil Skimmer Model 6V or equal with the following salient characteristics: minimum 40' tube collector system; balanced mount complete with minimum 24' boom; mounted on a minimum 500 gallon trailer mounted tank; prewired with a on/off switch for the skimmer; unit must accept 120V power; trailer must be a minimum 7 ton tandem; neoprene impeller bronze pump prewired and piped into oil skimmer, minumum 1 HP, 1725 rpm motor rated at 32 gpm @ 34.5 psi (H20); explosion proof motor and all electrical components; fill gauge to indicate liquid level from 1/4 to full; sight gauge, minimum 1 1/2" plastic with plugged "T"s for cleaning; heater, skimmer spout heater, heat tracing and insulation, covered with a minimum 1" insulation and a weather proof cover, thermostat provided to control the heating element; insulation, heat pads connected to fuel tank to prevent freezing, pads are wired into the system and the entire tank is covered with a minimum 1" fiberglass insulation and 24 gauge aluminized steel sheet used to cover fiberglass insulation, all seams are protected with silicone sealant, thermostat provided to control the heat pad; collector tubing, minimum spare collector tubing of 200'; generator, minimum 4,000 watts, 33.3 amps mounted to the oil skimmer, wired into the oil skimmer for operation when power is not available, fuel tank and cover, fuel tank to be minimum 15 gallons, minimum 12 V battery with 360 cold crank amps. The system must be delivered within 30 days of contract award. Oil Skimmer is considered the be the only known manufacturer of the above requirements. Authority 10 U.S.C. 2304 (C)(1). Justification: Supplies and services required are available from only one known responsible source and no other type of supplies or services will satisfy agency requirements. This is not a request for competitive proposals. No solicitation documents, specifications, or drawings are available.
