Request for Quotation (RFQ) for Robust Low Cost Combustion Chamber.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase the items from Plasma
Processes, Statement of Work -- Robust Low Cost Combustion Chamber:
Objective: The object of this work is to vacuum plasma spray (VPS)
Cu-8Cr-4Nb material as dense as possible, with as low oxygen content as
possible, to develop the best low cycle fatigue (LCF) properties as
possible. Tasks: The contractor shall perform the following tasks: Task
1: The contractor shall investigate materials and processes to
facilitate the easy removal of the mandrel from the as-sprayed
Cu-8Cr-4Nb combustion chambers. The contractor shall evaluate graphite,
mild steel, and other materials as necessary during this investigation.
Task 2: The contractor shall review failure analysis of previous
samples to evaluate processing effects on testing performance. The
contractor shall investigate modifications to VPS processing (cleaner
powder, higher temperature etc.) in order to improve properties. Task
3: The contractor shall vacuum plasma spray bulk Cu-8Cr-4Nb on mandrels
to produce material property specimens. The contractor shall fabricate
four mandrels to yield 48 LCF, 48 tensile, 8 thermal conductivity, and
16 density/hardness samples. The contractor shall follow the
experimental procedure provided in the table below. The contractor
shall evaluate oxygen content samples for the as-sprayed, vacuum
anneal/HIP, and HIP conditions. Processing HIP @ 1750 *F HIP @

The contractor shall machine and test vacuum plasma sprayed Cu-8Cr-4Nb;
Cu or NARloy-Z; and extruded Cu-8Cr-4Nb thermal property samples. The
contractor shall perform thermal diffusivity and specific heat
measurements. The contractor shall report thermal conductivity values
from RT to 700*C for each condition listed above. Task 5: The
contractor shall provide engineering support to coordinate samples from
different VPS runs, through different heat treatments. The contractor
shall provide engineering support to obtain oxygen content, density and
Rockwell B Hardness tests at each step along the process in order to
obtain the maximum properties. The contractor shall provide engineering
support to insure samples are machined and tensile and LCF tested at
high temperature to confirm the previous tests to obtain the best
product possible. Enginering support shall not exceed 200 hrs. Period
of Performance: 12 Months DELIVERABLEs: A final report will be produced
at the completion of the program detailing the work conducted as well
as data and other information obtained during the course of the
project. GFE: 250 lbs. of Cu-8Cr-4Nb powder will be provided by
NASA-MSFC for the program. The Government intends to acquire a
commercial item using FAR Part 12. Any referenced notes can be viewed

Interested firms have 10 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
10 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
