Warfare Systems Command (SPAWAR) is currently planning one or more
Other Transaction Agreements (OTAs) for the research, development, and
prototyping of a Navy Precision Geolocation System to be called the
Hostile Force Integrated Targeting System (HITS). HITS prototypes will
be required to operate with and interface to various Navy platforms,
communication links, and receiver systems. Candidate ships for HITS
include CG-47, DDG-51, DD-963, LPD-17, LSD-41, LHD-1 and SC-21 ships.
Air platforms will include P-3, Navy UAV's and LAMPS helicopters. The
planned vehicle(s) will be awarded in FY99 and will last for 2-3 years.
A kickoff meeting for all interested contractor personnel is planned
for 0900 a.m. on 26 June 1998 at SPAWAR, 4301 Pacific Highway, San
Diego, CA 92110-3127. SECRET clearances will be required to attend. The
requirements of this system are specified in a HITS Performance and
Requirements (P&R) document, which will be made available to interested
offerors between 01 June 1998 and 26 June 1998 in a reading room. This
room will also contain information from a number of
Government-sponsored efforts and advanced technology initiatives
completed on HITS, including a shipboard HITS communication study and
experimental collections from land, ship and aircraft platforms
demonstrating the technical feasibility of various HITS concepts. The
reading room will be located at Ocean Systems Engineering Corporation,
3142 West Vista Way, Suite 400, Oceanside, CA 9205. SECRET clearances
will be necessary for contractor personnel to access the reading room.

OTAs will be required to submit a statement of capabilities to develop
