quantity contract for pavement work, various locations, Oahu, Hawaii.
The work includes, but is not limited to, labor, transportation,
equipment, materials, supplies, and supervision to perform asphaltic
concrete pavement work; portland cement concrete work, including
sidewalks and curbs; marking and striping of pavement; and other
incidental related work. SIC Code 1611 applies. Estimated cost:
$1,000,000 to $5,000,000. The contract term will be a base period of 12
months plus two 1-year options. The total term of the contract,
including all options, will not exceed 36 months. The Government will
establish unit prices for the various contract line items. The
Contractor will propose a coefficient for the base period and each
option year which should include all projected and potential costs not
included in the unit price. The Government will apply the coefficient
to the bottom line price of the delivery order (the total of all
extended line items) to calculate the total delivery order price.The
Government may award this contract to more than one contractor. The
Government will give fair consideration to all awardees in placing
orders based on criteria stated in the solicitation. The Davis-Bacon
Act applies. The wage decision incorporated at the time of award
applies to the base and option years. The contractor will be liable for
any wage increases during the life of the contract and may include
projected wage increases in the offered coefficient for the option
years. The Government will not synopsize the options when exercised.
This contract will replace a contract for similar services awarded in
1996. We will include information about the current contract and the
incumbent contractor (e.g., value of last option exercised, firm name,
address, etc.) with the solicitation package. We do not require
requests under the Freedom of Information Act for this information.

business concerns shall submit a subcontracting plan. Bidders shall
submit a bid bond of at least 20 percent of the price payable for the
