S. Coast Guard Academy, New London, Connecticut. The work includes, but is not limited to, construction of bathrooms within existing berthing rooms, conversion of existing, galley, dining and recreation facilities to office and berthing spaces; conversion of gang shower and toilet areas to recreation, laundry and berthing spaces; new mechanical, electrical systems and fire protection systems; replacement of windows, doors and roof; seismic reinforcement; and remediation of asbestos, lead based paint and PCB contaminated materials. All work will be accomplished in accordance with the specifications and drawings for this solicitation. Drawings (half-size), specifications, and all necessary bid documents will be available approximately June 10, 1998 and may be obtained by submitting a check in the amount of $50.00 per set (non-refundable) made payable to U. S. Coast Guard. Fax requests to (757) 852-3495. Telephone inquiries will not be honored. The approximate date for bid opening for Solicitation No. DTCG47-98-B-3EFK12 is July 10, 1998 at 2:00 p.m. in Norfolk, VA. The estimated construction cost is between $5,000,000 and $7,000,000. The solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program. For Minority, Women-Owned and Disadvantaged Business Enterprises, the Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance, and payment bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
