Furnish all labor, equipment, devices, and materials and perform all work required to replace interior condensate return system in Bldg 2, at Rome Research Site, Rome NY. Requirements to include, but are not limited to remove and replace existing interior condensate return lines, steam traps, and condensate pumps, remove asbestos insulation on return lines, remove and replace interior wall and ceiling finishes as required, install new interior condensate return lines and condensate pumps, insulate new interior condensate return lines and reconnect electric power to condensate return pumps. The above description of work is for the purpose of general information only and is not intended to include and describe every feature of work or to define the scope of work. Magnitude of construction is between $250,000 and $500,000. Solicitation No. F30602-98-B-5001 will be issued on an unrestricted basis on or about 10 June 1998, bid opening is on or about 14 July 1998. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, Phone 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. Funds are not presently available for this solicitation. No award will be made under this solicitation until funds are available.
