The purpose of this announcement is to notify perspective bidders of
the National Park Service's intention to issue a solicitation for the
following project: Furnish all labor, materials, transportation,
equipment to complete 3 bound narrative self-contained appraisal
reports, including timber values, for each of 10 tracts in Voyageurs
National Park for acquisition in fee interest. Each appraisal will
comply with the Uniform Standards for Federal Land Acquisitions and the
Uniform Standards of Professional Appraisal Practice. First appraisal
is due 30 days from Notice to Proceed; all other appraisals are to be
completed and delivered within 75 days from the Notice to Proceed date.
Three (3) properties are improved with cabins. All 10 subject
properties are lakefront (two of these are actually islands); the
appraiser will use lake frontage as the unit of value and comparison.
Subject tract sizes range from 5.80 acres to 170.75 acres, with the
average lot size being 58 acres. The appraiser will subcontract for
timber cruises (to be completed by a certified forester) for 8 of the
subject properties- his overall bid estimate will reflect this
additional requirement; he will include the timber appraisal in the
addendum of each respective appraisal report, and will consider the
timber (of all of the subject properties) in his highest and best use,
fair market value analysis, and final estimate. The appraiser will
contact each landowner and/or their representative 3 weeks prior to his
viewing of each property, and will afford each the opportunity to
accompany him. The appraiser will have National Park Service personnel
available (at a mutually agreed- upon time) to provide Boat (2 hours
maximum time per tract), and Aircraft Flyover (1 hour maximum per
tract). The appraiser himself will personally inspect each subject
property by foot. The appraiser will provide 35 mm color photographs of
subject property and comparable sales for all reports. The following
technical criteria are required: 1) the appraiser will be acertified
general appraiser; 2) sample appraisal of lakefront property;
experience in doing appraisals for Federal agencies; 3) experience in
doing appraisals in the Voyageurs National Park/Boundary Waters area;
4) experience in analyzing timber values in conjunction with overall
values of lakefront/island properties located along or near the
Canadian/U.S. border of Minnesota; 5) experience in recreational lake
lot subdivision analysis; 6) experience in appraising within the local
market area (Rainy, Crane, Kabetogama, Namakogan and Crane Lakes,
International Falls, Boundary Waters); 7) experience in appearing as an
expert witness in Federal District Court. This project is set-aside for
