USDA, ARS, PPD intends to solicit and negotiate with only one source, Campbell Scientific, Inc., to provide two Energy Balance Bowen Ratio Systems. This system will enable the scientist to measure actual evapotranspiration of two areas with different soils and crops. In addition, the data collected will be used to optimize irrigation used and therefore reduce the potential for movement of agricultural chemicals. The instruments will be used to collect needed climate data for application of hydrologic models to the region. The data collected includes incoming radiation, net radiation, vapor pressure, rainfall, soil heat flux, soil moisture, and wind direction and speed. The complete system includes the software for the energy balance analysis which will be run on an existing computer. No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in thisoffice within 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Campbell Scientific Inc., without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is June 30, 1998. (0146)
