Kentfield (949)360-3190 The Department of Justice, Immigration and Naturalization Service (INS) seeks to obtain an indefinite delivery/indefinite quantity contract for the temporary housing, safekeeping, transportation, and stationary guard services for detainees of all nationalities in its custody. The successful offeror is responsible for acquiring and operating a facility which is capable of housing up to a total of 800 (estimated maximum) and 300 (minimum guarantee)detainee aliens. The United States Marshals Service (SMS) will be designated as an authorized user of the contract for its pre-trial detainees with priority for available bed spaces given to the INS. The facility must be located within the County of San Diego in the Southern District of California. The contractor shall operate the facility in compliance with California law and the standards of the most recent edition of the American Correctional Association (ACA) Standards for Adult Local Detention Facilities, and the most recent edition of the National Commission on Correctional Health Care (NCCHC) Standards for Health Services in Jails. The contrator shall obtain ACA accreditation within 24 months of contract award and NCCHC accreditation within 12 months of contract award. The Government will consider offers that can reasonably demonstrate the offeror's ability to acquire (either through construction, lease or other arrangement) a facility, if it can be ready and available for occupancy by June 1, 1999 or sooner.
