submission of proposals aimed at exploiting unique features of free
electron lasers for medical and related materials science research.
Concept papers in advance of a formal submission are encouraged; they
should be limited to 3 pages in length plus an estimated budget,
relevant CV(s) and (p)reprints. Guidelines for preparation of formal
proposals are provided below. The period of performance may be up to
three years in length. Concept papers (3 copies) and formal proposals
(a signed original and 6 copies) should be sent to MFEL Program, NRL
Code 6900, 4555 Overlook Avenue, SW, Washington, DC 20375-5348.
Proposals will be evaluated in accordance with the following criteria
listed in descending order of importance: (1) overall scientific and
technical merits of the proposal; (2) the offeror's capabilities,
related experience, past performance, and facilities, or a unique
combination of these that are integral factors for achieving the
proposal objectives; (3) the qualifications and experience of the
proposed principal investigator and key personnel; (4) relevance of
proposed research to realizing medical applications of FELs; and (5)
realism of the proposed cost and availability of funds. This is a Broad
Agency Announcement as contemplated in FAR 6.102(d)(2) and will remain
open for a period of one year following its publication. This is not
a Request for Proposals nor is there a formal application form
required. For awards made as contracts, the socio-economic merits will
include the extent of commitment in providing meaningful
subcontracting opportunities for small business, small disadvantaged
business, woman-owned small business concerns, and historically black
colleges and universities. Proposal guidelines and attachments are
provided below. This is to notify potential proposers that each grant
or cooperative agreement that is awarded under this announcement or
solicitation to an institution of higher education must include the
following clause: "As a condition for receipt of funds available to the
Department of Defense (DoD) under this award, the recipient agrees that
it is not an institution that has a policy of denying, and that it is
not an institution that effectively prevents, the Secretary of Defense
from obtaining for military recruiting purposes: (A) entry to campuses
or access to students on campuses, or (B) access to directory
information pertaining to students. If the recipient is determined,
using procedures established by the Secretary of Defense to implement
section 558 of Public Law 103-337 (1994), to be such an institution
during the period of performance of this agreement, and therefore to be
in breach of this clause, the Government will cease all payments of DoD
funds under this agreement and all other DoD grants and cooperative
agreements, and it may suspend or terminate such grants and agreements
unilaterally for material failure to comply with the terms and
conditions of award". If your institution has been identified under the
procedures established by the Secretary of Defense to implement section
558, then: (1) no funds available to DoD may be provided to your
institution through any grant, including any existing grant; (2) as a
matter of policy, this restriction also applies to any cooperative
agreement; and (3) your institution is not eligible to receive a grant
or cooperative agreement in response to this solicitation. Medical
Free Electron Laser Program The Office of Naval Research manages a
research program for the Department of Defense aimed at exploiting
unique features of free electron lasers (FELs) in medical and materials
science research. We invite proposals for research leading to medical
applications of FEL technology. The period of performance may be up to
three years in length. PROPOSAL GUIDELINES An original plus six (6)
copies of the proposal should be sent to: MFEL Program, NRL Code 6900,
4555 Overlook Avenue, SW, Washington, DC 20375-5348. Text for
proposals should be at least 10 point type (12 point preferred) with at
least 1.5 line spacing with 1" margins (top, sides, bottom). The
following format should be used for preparing a proposal. A. Title Page
(sample appended as Attachment 1) B. Table of Contents C. Statement of
Objectives ( 1 page: What questions will you address?) D. Statement of
the Approach ( 1 page: How will you address the questions?) E.
Statement of Significance ( 1 page: What are the interesting questions?
How is the research likely to lead to medical appliations of FELs?) F.
Body of Proposal (30 pages) 1. Introduction and Background Information
(5 pages: help the reviewers understand how the proposed research
relates to the state-of-the-art in the field) (a) Previous work by
others (b) Previous work by the investigator(s) (Preliminary data,
manuscripts, and reprints may be included in an appendix, see Section
M below) 2. Progress (5 pages; include only for renewalproposals) 3.
Technical Approach (be sure to indicate who will perform each project
when multiple projects are proposed) 4. References G. Management Plan

________ Attachment 2: Department of Defense-Federal Acquisition
Regulation 52.235-7003 a. Before undertaking performance of any
contract involving the use of laboratory animals, the Contractor shall
register with the Secretary of Agriculture of the United States in
accordance with Section 6, P.L. 89-544, Laboratory Animal Welfare Act,
24 August 1966 as amended by P.L. 91-579, Animal Welfare Act of 1970,
24 December 1970. The contractor shall furnish evidence of such
registration to the contracting officer. b. The Contractor shall
acquire animals used in research and development programs from a dealer
licensed by the Secretary of Agriculture or from exempted sources in
accordance with the Public Laws enumerated in (a) above. c. In the care
of any live animals used or intended for use in the performance of a
contract, the Contractor shall adhere to the principles enunciated in
the "Guide for Care and Use of Laboratory Animals" prepared by the
United States Department of Agriculture's regulations and standards
issued under the Public Laws enumerated in (a) above. In the case of
conflict between standards, the higher standard shall be used.
Contractor reports on portions of the contract in which animals were
used shall contain a certificate stating that the animals are cared for
in accordance with the principles enunciated in the "Guide for Care and
Use of Laboratory Animals" prepared by the Institute of Laboratory
Animal Resources, NAS-NRC, and/or in the regulations and standards are
promulgated by the Agricultural Research Service, USDA, pursuant to
the Laboratory Animal Welfare Act of 24 August 1996, as amended (P.L.
