of replacing two existing Consumat Model C-75-P, controlled air-type
dual fuel, pathological waste incinerators rated to burn upto 175 lb/hr
of Type IV pathological waste. Location of the incinerators is at the
U.S. Geological Survey, Biological Resources Division, National
Wildlife Health Center (NWHC), Madison, WI; one in the Tight Isolation
Building and the other in the Diagnostic Building. Design requirements
for each new incinerator is as follows: New Incinerator in Tight
Isolation Building: The new Hospital/Medical/Infectious Waste
Incinerator (HMIWI) to be located in the Tight Isolation Building must
meet 40 CFR Part 60 Subpart Ec, Standards of Performance for
Hospital/Medical/ Infectious Waste Incinerators (HMIWI) for Which
Construction is Commenced After June 20, 1996; for Small HMIWIs. It
must also meet all applicable Wisconsin LAER guidelines as required by
WI Code NR 445.04(5) for infectious waste combustion. New Incinerator
in Diagnostic Building: The new pathological incinerator to be located
in the Diagnostic Building must meet all applicable Wisconsin LAER
guidelines as required by WI Code NR 445.04(5) for infectious waste
combustion. A copy of the LAER Guidelines are available upon request.)
The new incinerators shall be capable of automatically loading and
completely incinerating loads, weighing from 100 to 175 lbs per hour of
waste. The waste is composed of: Animal Carcasses, bedding and
bags/containers used to collect or transport body parts -- 70% -100%,
Plastics, cardboard, plastic bags, styrofoam coolers, -- 0% -30% 3.
Facility: The NWHC is a high security infectious disease facility. All
research involving infectious agents is performed within two tight
isolation containment areas. Entry into these areas is restricted and
showering out facilities are provided. Each containment area is
equipped with incineration and steam sterilization equipment so that
all materials can be treated before it leaves the containment area. To
prevent the airborne movement of infectious material within or outside
the containment areas, exhaust air is passed through High Efficiency
Particulate Filters (HEPA). If possible, the new incinerators shall fit
inside the existing incinerator rooms. If this is not possible a new
building may be required. Existing building drawings are available at
request, showing space limitations. The buildings are equipped with a
double energy system, natural gas and fuel oil. The incinerators shall
be designed so that operation by either fuel is possible. The
solicitation is not available for issuance at this time. Interested
