for the Final Phase of the Benefit/Cost Analysis of the
Javits-Wagner-O'Day (JWOD) Program. The requirement is for tasks
necessary to complete this comprehensive analysis of the benefits and
costs of a socioeconomic program that uses the Federal procurement
system to increase job and training opportunities for people who are
blind or have other severe disabilities. The contract will include two
distinct tasks. Task 1 objectives, to be completed no later than three
months after contract award, are: (1) work with current contractors to
compile data and review data collection methods from previous phases;
(2) review original benefit/cost methodology and subsequent revisions
to that methodology; (3) propose final analysis plan based on data
collected and revised methodology; and, (4) determine need for
additional data collection from third party sources. The following Task
2 objectives are to be completed by December 1999: (1) collect
remaining data from third party sources; (2) perform final analyses;
(3) prepare draft report on results, including supporting data
documentation; and, (4) produce a final report. This Final Phase will
complete efforts to collect, analyze and report on the overall benefits
and costs of the JWOD Program to various stakeholders in the program.
Previous phases of the study included development of the original
methodology; collection of data from JWOD employees who are severely
disabled, nonprofit agencies, and Federal government customers; and
analysis of prices for JWOD products and services. This contract will
overlap with contracts from previous phases to allow time for
consultation and transfer of data. Availability of background research:
This contract for basic research is a continuation of an effort
conducted over the past four years. A research report containing all
findings to date is not available and it is impracticable to distribute
all the applicable background and interim reports with the
solicitation. These documents may be examined during normal business
