COMMERCE BUSINESS DAILY ISSUE OF JUNE 3,1998 PSA#2108FEDERAL SUBCONTRACTING FORUM, WORKSHOP, AND OPPORTUNITIES FAIR AT THE
U.S. DEPARTMENT OF AGRICULTURE The Office of Small and Disadvantaged
Business Utilization (OSDBU) at the U.S. Department of Agriculture will
hold a Federal Subcontracting Forum, Workshop and Opportunities Fair on
June 24, 1998 from 9 AM to 4 PM in the Jamie L. Whitten Building, 1400
Independence Avenue, SW, Washington, DC 20250. The morning session
(9AM -- 12 Noon) will be held in Room 107-A, and will consist of
presentations from featured guest speakers and the workshop. The
subcontracting opportunities fair will take place in the afternoon from
1- 4 PM in the Patio of the building. Presentation topics will include
Best Practices in Subcontracting; the Pending OFPP Policy Letter on
Subcontracting; the Impact of the Adarand Decision on the Federal
Subcontracting Program (a surprising new development); The HUB Zone
Proposed Subcontracting Goal; the Pending Small Disadvantaged Business
(SDB) Supplementary Report; An Update on the USDA Subcontracting
Program; and the Future of Federal Subcontracting. Mr. Stephen
Schooner, the Associate Administrator for Procurement Law and
Litigation at the Office of Federal Procurement Policy (OFPP), and Mr.
Robert C. Taylor, the Manager of the Federal Subcontracting Program at
the Small Business Administration, are among the guest speakers. The
workshop will cover the required elements of a subcontracting plan, the
reporting of subcontract award data, and other pertinent information
pertaining to the Subcontracting Program. Attendees will have an
opportunity to discuss subcontracting issues/concerns during the
morning session. Participation in the forum and workshop is open to
large business concerns and non-profit organizations. Proprietary and
confidential material will not be discussed during the event. Seating
at the forum/workshop is limited; therefore, reservations are required.
Reservations will be taken on a first-come, first-served basis.
Representatives from large business concerns and non-profit
organizations will be available to discuss subcontracting opportunities
during the afternoon at the opportunities fair. Small business
representatives are invited to participate in the fair, and will be
permitted to attend the morning session if space is available.* Small
business representatives must register to participate in the

of the individuals who will be attending, and the company name,

applicable if the entity is a non-profit organization; however, the

individuals who will be attending, the company name, address, and
telephone number, and the size and type of ownership of the company. If
