Authority and Justification is 10 U.S.C. 2304(c)(1). This proposed
contractual action is for supplies which cannot be procured through
full and open competition because the authority cited states only a
limited number of responsible sources and no supplies or services will
satisfy the Agency requirement, FAR 6.302-1. This requirement is
restricted to the following approved source: Smith Industries Aerospace
and Defense Systems Inc., Leland Electrosystems, 740 E National Rd.,
Vandalia, OH 45377-3062. Firms that recognize and can produce the
required item described above are encouraged to identify themselves to
the Contracting Officer, and provide supporting evidence which wil
permit their participation in the current or future solicitations. All
responsible sources are encouraged to submit a proposal which shall be
