Request for Information. Intelligence and Information Warfare
Directorate (I2WD) is gathering information for Project Manager Signal
Warfare (PMSW) regarding the technology potential for future Army
aerial intelligence system requirements. The information requested
below will be used by I2WD/PMSW in planning and developing a technical
architecture and requirements, and in assessing the technology
readiness for the potential development of a future system by a
Materiel Developer and industry. Background: The goal of the next
generation of the US Army's aerial reconnaissance and surveillance
system is the consolidation of multi-INT platforms servicing all
spectrums of conflict and all National and Tactical users. A migration
approach to this next generation system will grow out of the Guardrail
system, the Airborne Reconnaissance Low (ARL) system, and other system
technology insertions, including UAV. I2WD/PMSW seeks responses about
the following major Components: 1. Aerial Platform, 2. SIGINT,IMINT,
MASINT, 3. Communications, 4. Ground Platforms (Vehicles and Shelters),
and 5. Computing Architectures (Hardware and Software). Areas: 1.
Sensor Management, 2. Sensors, 3. Sensor Exploitation, 4. Correlation
and Fusion, 5. Information Management and Dissemination, 6. Operations
Planning and Execution, and 7. Logistics Planning. Technical subjects:
1. Frequency range coverage, 2. Co-channel processing for intercept and
location, 3. Complex modulations, ie digital, spread spectrum, LPI,
optical, and hybrid systems, 4. Complex RADAR, ie sophisticated
waveforms, impulse, and wide-band LPI, 5. Complex imagery, ie
hyperspectral, thermal IR, and masked target, 6. location precision, 7.
Tactical aerial MASINT, 8. Connectivity with evolving networks, 9. Data
filtering, 10. Automatic signal routing and exploitation, 11. Speech
processing, 12. Standard databases, 13. Sensor correlation and
cross-cue, 14. ATR/SEI, 15. Moving emitter tracking, 16. Use of terrain
and sensor geometry data, 17. Very remote operator control, 18.
High-resolution graphics displays, 19. Size, mobility, sustainability,
self-deployability, unrefueled range with full mission payload of air
and ground platforms, 20. Modular, scalable, interchangeable computing
platforms, 21. Multi-level security, 22. DSCS, JTIDS, CIGGS, DMS,
USMTF-97, WIN-T, GCCS, GBS, IBS, Intelink, Intelink-S, DISN, U-2, EP-3,
RC-135, E-8, HAE-UAV, ASAS, CGS, and TES, and 23. JION, JASA, DODIIS,
ARITA, COE, and CHSII. Responses can be of any format. Supplemental
material, such as brochures, briefings, spec sheets, etc., are welcome,
as long as they accompany a response. When preparing your responses, be
specific, and make sure you answer the following questions. What
technology, by name, fits this background, falls under what
component(s) and area(s), and what technical subject(s) does it
address? How? Describe the technology in detail. What is the status of
the technology? Is it available now? If not, when will it be
available? How extensively has it been tested? Does your organization
wish to point out any special considerations that I2WD/PMSW should know
about developing the system described that is not included in the
components, areas, or technical subjects listed above? All sources
involved with any subjects discussed above are invited to respond. This
RFI does not constitute a commitment on the part of the Government to
purchase systems or services. The Government will not award a contract
based on this RFI. The Government will not pay for the information
received in response to this RFI. Acknowledgement of receipt of
responses will not be made, nor will respondents be notified of the
Government's evaluation of the information received. All respondents
are asked to indicate the type and size of your organization, ie Large
Business, Small Business, Small Disadvantaged Business, 8(a),
Historically Black College or University/Minority Institution
(HBCU/MI), other educational institution, non-profit organization, or
