The US Army CECOM, Project Manager Night Vision/Reconnaissance, Surveillance and Target Acquisition, Fort Belvoir, VA is issuing this Request for Information (RFI) to conduct a worldwide market survey of potential vendors who could provide competition for production of the LRAS3. It is the Government's intent to award the LRAS3 production contract to a single vendor. A potential vendor does not have to have FLIR production capability, the Second Generation Horizontal Technology Integration (HTI) FLIR (B-KIT) as the thermal imaging solution would be provided as GFE. The potential LRAS3 production vendor must demonstrate experience in designing, developing, and integrating complex target acquisition systems using current technologies to satisfy U.S. Army Scout operational requirements. The LRAS3 will provide Armor and Infantry Scout Platoons with a long range reconnaissance and surveillance sensor system with significantly enhanced capability over the currently fielded AN/TAS-6, Night Observation Device,Long Range (NODLR). The LRAS3 will permit scouts to detect targets at ranges in excess of 3X of the NODLR system. The sensor system will operate line-of-sight and provide real-time acquisition, target detection, recognition, identification, and far target location information to the operator, will be capable of 24-hour and adverse weather operation, and the sight sensor unit will weight less than 120 lbs. The LRAS3 will be a digital system, and be able to operate in both mounted and manportable configurations. The system will be composed of the following technologies: an advanced thermal imager, day camera, eyesafe laser rangefinder, and position/location devices. The LRAS3 will allow growth to additional sensor technology and include a digital port for interface with FBCB2 and/or other digital technologies used to export battlefield information. LRAS3 is projected to be a six-year production effort, encompassing approximately 650 systems. First unit equipped (FUE) is 3QFY01. An appropriate response to this request will include but is not limited to (1) your company's potential interest (2) capability to integrate/produce the required system and (3) an explanation of what is required for your company to be a viable competitor for the production contract.
