Indefinite Quantity Contracts is contemplated. Each contract will be
for an initial one year period with four additional one year option
periods possible. Resulting contracts will provide that ordering
arrangements are put in place to directly link identified customers
with a specific supplier who, upon the customer's request, will offer
the customer a choice of products and services based on the customer's
needs including consideration for price, delivery, and quality. The
products required include heavy equipment, light equipment, and
smallwares which are used in dining facilities. This includes products
associated with receipt and storage of food, food preparation and
preservation, serving and presentation of food, the dining
area,clean-up, and maintenance. The contractor will establish a
communications network and a easy access ordering system for FSE and
associated services. Each customer will be provided with information on
the products offered and any special features,in addition, the
contractor will advise the customers of new products on the market.
Unique situations are expected to arise during the performance of the
contract due to emergencies and increased military activity throughout
the world. The contractor must develop and implement solutions to meet
these special needs. Also, shipboard or overseas locations of dining
facilities will create challenges in terms of communication for the
contractor. The contractor will have to develop and implement solutions
to meet these special needs. The contractor will also be expected to
help market the contract throughout their region in the same manner as
they would service a commercial account. The successful offeror shall
be determined by the Best Value Source Selection Method in which
technical merit and price are considered equal. The solicitation will
be issued on a unrestricted basis. All information in the technical
