Design Build Contractors fo= r projects issued by the Capital Metro
Facilities Service Office to = be valid from July 1998 to July 2000.
Projects will be located in Northern Virginia (Arlington, City of
Alexandria, Clarke, Culpeppe= r, Fairfax, Faquier, Frederick, Loudoun,
Madison, Page, Prince Willia= m, Rapahannock, Shenandoah, and Warren
counties), District of Columbi= a, and the state of Maryland. Once a
contractor has been Pre-Qualifi= ed, the scope of services shall be to
completely design and construct = a US Post Office facility (SSBD or
MSBD) on Postal designated property.= As part of the design services,
the contractor shall be required to f= ully develop Postal prepared
concept drawings (approximately 10% drawin= gs) to 100% documents that
meet all jurisdictional and local codes. T= he contractor shall then
build a fully functional facility (sitework,= utilities, building and
equipment/finishes) as required to meet th= e USPS operational
requirements. The average project size ranges bet= ween 1,000 SF to
30,000 SF. USPS will issue Requests for Proposals on these projects
only to the design builders placed on the `prequali= fied list'.
Primary prequalification factors that will be considered = are: (1)
Experience; (2) Past Performance; (3) Organization; (4) Finan= cial
Capability; (5) Backlog; (6) Management Plan. Respondents must ha= ve
been in business a minimum of 5 years and have completed a minimum= of
three comparable projects in the last 5 years to be eligible for
Pre-Qualification. Only the most highly qualified and financially=
capable design builders will be Pre-Qualified. Applicants will be=
evaluated by a USPS committee. Entities not selected for placemen= t on
the Prequalified List, as a result of this effort will be notified=
within sixty (60) days of the response date for this statement.
Entities placed on the Prequalified List, will be notified and sha= ll
receive Requests for Proposals on future projects. The Capital M= etro
FSO plans to issue approximately five (5) RFPs immediately after
development of the prequalified list. This list will remain activ= e
for a period of two (2) years but selected firms will be required = to
submit updated financial and other requested information after twe=
lve (12) months. Interested firms that meet the primary prequalificat=
ion criteria above may obtain a Qualification Statement Package by

will be sent on or about June 17, 1998 to all the firms that have
submitted a request. Qualification Statements will not be returne= d to
submitters. Completed Qualification Statements must be submitted = on
