Federal Highway Administration (FHWA) has a need to develop a full
understanding of the performance criteria for a broad range of
communications technologies that support Intelligent Transportation
Systems (ITS) applications. Performance assessments will be obtained
through a combination of systems analysis, focused prototyping and
testing. A wide array of communications systems approaches and
technologies will be examined to determine their utility in supporting
ITS communications requirements. This effort is intended to provide a
review and evaluation of communication technologies and systems
approaches from the ITS perspective, and is also expected to serve as
a technical resource to FHWA during the development and deployment
phase of Intelligent Transportation Systems. The work will include the
development of representative systems designs for promising candidate
communications systems, the identification of test and evaluation
needs to further verify system performance, and the fabrication andtest
of system prototypes under realistic field settings. A workshop will
also be held to support the review and evaluation of candidate
communication system designs. This is a full and open solicitation that
continues work performed under Contract No. DTFH61-94-C-00007, entitled
"Advanced Traveler Information Systems (ATIS) Communications Systems
Alternatives Test and Evaluation" which is currently referred to as ITS
Communications Systems Alternatives Test and Evaluation. NO FURTHER

-- the Department of Transportation (DOT) Short-Term Lending Program
(STLP) offers working capital financing in the form of lines of credit
to finance accounts receivalbe for transportation related contracts.
Maximum line of credit is $500,000, with interest at the prime rate.
