Provide all labor, supervision, equipment and material to maintain an unarmed, uniformed security guard service at the NOAA Coastal Services Center (CSC), 2234 South Hobson Avenue, Charleston, South Carolina. The work area covered by the specifications include: A. CSC Building 1 [a two story masonry and wood framed structure of approximately 35,000 square feet] several small storage buildings, trailer (Butler building) and all surrounding grounds, roads and parking lots. B. CSC Building 2 [a two story masonry structure of approximately 10,000 square feet], one small storage building, two towers, and all surrounding grounds, roads and parking lots. Types of security services to be performed include but are not limited to the following: Key Control, Access Control, Perimeter Checks, Alarm Monitoring, and Closed Circuit Television Monitoring. MANDATORY BIDDERS PRE-QUALIFICATION REQUIREMENTS: BIDDERS SHALL SUBMIT, PRIOR TO RECEIVING THE SOLICITATION, DOCUMENTATION SHOWING THAT THEY HAVE A MINIMUM OF FIVE (5) YEARS OF SECURITY EXPERIENCE IN BUILDINGS OF SIMILAR SIZE TO THOSE SPECIFIED IN THIS ANNOUNCEMENT. THEY HAVE AN OFFICE WITHIN A 50 MILE RADIUS OF THE FACILITY. A MINIMUM OF FIVE (5) YEARS EXPERIENCE IN ACCESS CONTROL, ALARM MONITORING, CLOSED CIRCUIT TELEVISION MONITORING. BIDDER SHALL SUBMIT A MINIMUM OF FIVE (5) REFERENCES, NO MORE THAN 2 YEARS OLD, FOR SIMILAR WORK. REFERENCES SHALL INCLUDE A BRIEF DESCRIPTION OF WORK, CONTACT NAME, WITH CURRENT PHONE NUMBER, DESCRIPTION OF ANY PROBLEMS ENCOUNTERED DURING THE PERFORMANCE OF THE WORK AND HOW THE COMPANY RESOLVED THESE, AND INFORMATION ON ANY CONTRACTS THAT HAVE BEEN TERMINATED FOR DEFAULT, THE REASON FOR THE DEFAULT, THE AGENCY, AGENCY CONTACT PERSON WITH CURRENT PHONE NUMBER. FAILURE TO PROVIDE THIS INFORMATION WILL RESULT IN REMOVAL FROM THE BIDDERS LIST. THE GOVERNMENT WILL EVALUATE THE PRE-QUALIFICATION INFORMATION ON A PASS-FAIL BASIS. Period of Performance: August 1, 1998 through July 31, 1999, with four one-year options. Estimated 6,246 hours for the base period, and per year thereafter. The proposed contract is 100% set aside for small business concerns. All responsible sources may submit a bid which shall be considered by the agency.
