the DICES III UPGRADE from Qunitron Systems, Inc. The authority
permitting other than full and open competition is 10 U.S.C. 2304
(c)(1). NASA/LeRC's existing DICES II audio system requires increased
performance capability to support upcoming Space Station simulations
and mission support, and interface with the MSFC audio system for voice
communications. Quintron Systems, Inc. is the only company who can
perform the upgrade because the DICES system's architectural design is
proprietary to Quintron. Furthermore, the Quintron upgrade is
compatible with the existing Government-owned DICES II system hardware
resulting in both time and cost savings for the Government versus
purchasing a new audio system from another vendor. This notice is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Test Program for Commercials Items (FAR Part 13.5).
The provisions and clauses in the RFQ are those in effect through FAC
97-5. This procurement is a total small business set-aside. See Note 1.
The SIC code and the small business size standard for this procurement
are 3669 and 750, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to LeRC is required within 60
calendar days after date of contract award. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items described above may be mailed or faxed to the identified
point of contact, by the date/time specified and include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the attached Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form to submit a
quotation. Further, quotations shall include executed copies of the
attached porvisions: FAR 52.212-3, "Offerors Representations and
Certifications -- Commercial Items" and LERC 52.232-107, "Debt
Collection Imprrovement Act of 1996 -- Certification." The
representations and certifications will be incorporated into any
resultant contract. Quoters shall provide the information required by
FAR 52.212-1. Addenda to FAR `52.212-1 are as follows: 52.219-6 (JUL
1996) NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE; 52.233-2 (AUG 1996)
SERVICE OF PROTEST -- insert in paragraph (a) "Karin Huth, MS 500-313";
1852.2155-75 (DEC 1988) EXPENSES RELATED TO OFFEROR SUBMISSIONS;
1852.233-70 (MAR 1997) PROTEST TO NASA. FAR 52.212-4 is applicable. FAR
52.212-5 is applicable and the following identified clauses are
incorporated by reference. Quotations are due by 6/22/98, 4:30 p.m. to
the address specified above. Award will be based upon overall best
value to the Government, with consideration given to the factors of
technical merits, price, past performance, delivery, and acceptance of
the terms and conditions of the RFQ as exactly set forth herein. It is
critical that offerors provide adequate detail to allow evaluation of
their offer (see FAR 52.212-1(b). An ombudsman has been appointed --
See Internet Note "B". Prior to contacting an Ombudsman, quoters are
expected to attempt to resolve any questions/concerns through the
Contracting Officer. Prospective quoters shall notify this office of
their intent to submit a quotation. It is the quoter's responsibility
to monitor this site for the release of amendments (if any). Potential
