Specialist, 202-708-8373 The U.S. Department of Education intends to
negotiate with The Core Institute, Southern Illinois University at
Carbondale, 210 Kensnar Hall, Carbondale, IL 62901-6802, on a
sole-source basis to administer the Core Alcohol and Drug Survey as a
national probability sample. The Core Institute is uniquely qualified
to perform this requirement. The Core Institute owns the rights to Core
Alcohol and Drug Surveys which has been administered on college
campuses since 1998 and are tested, valid, and reliable student use
instruments. No other organization can give the Department of Education
the rights to modify and administer the Core Survey instruments. The
Core surveys are designed specifically to measure alcohol and other
drug use in the higher education community. The Core surveys are unique
monitoring illicit drug use, drinking, policy enforcement, point of
last drink, and student perception of drinking norms which research has
