This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation, #53SBNB860087, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This acquisition is 100% set-aside for small business concerns. The associated Standard Industrial Classification (SIC) code is 7359, and the small business size standard is $5 million (average annual receipts for preceding three fiscal years). The National Institute of Standards and Technology (NIST) has a requirement for a Contractor to provide rental of audio-visual equipment for the 21st National Information Systems Security Conference to be held at the Hyatt Regency Hotel in Crystal City, VA from October 5, 1998 through October 9, 1998. The following FAR provisions apply to this solicitation: 52.222-41, Service Contract Act of 1965 (Note: Any labor category not in Wage Determination, Revision No. 15, will be conformed to the wage determination at time of award.); 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. Evaluation criteria to be included in paragraph (a) of 52.212-2 are, in descending order of importance, as follows: technical capability, past performance, and price. Technical evaluation criteria, when combined, are significantly more important than price. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
