synopsis will cover the requirements for this National Stock
Number(NSN) for the next twelve (12) months. NOTE: This is not a formal
contract, but a standing price for stock requirements, under simplified
acquisition procedures, of this NSN for a period up to twelve(12)
months until a formal contract can be solicited and put into place.
Estimated value over the period exceeds $25,000. We desire Destination
pricing for the Contiguous United States, which will be good for
twelve months. Bar coding will be required. Inspection will be at
origin. Delivery 45 DARO. Minimum order 1 Unit The present requirement
is: 370 EA. This is divided between 7 orders.(for these orders and
most subsequent orders, the quantity will be for at least 30 EA.)

MECHANICALLY COOLED DESCRIPTION In accordance with Commercial Item
Description A-A-1151B, dated July 6, 1988. Class 1 -- 115 volts, 60
Hertz, single phase; Style A -- Free standing; Size 10 -- 9.5 gallons
per hour minimum draw off capacity; Bubbler type pressure water cooler;
Hermetically sealed refrigeration system, air cooled. EXCEPTION(S) TO
TECHNICAL DOCUMENT Paragraph 2.6, Lead free requirements, add the
following: "Acceptable evidence of compliance shall be the contractor's
certification that the drinking water dispenser meets the Safe Drinking
Water Act." Paragraph 2.6, Workmanship, change the paragraph number to
"2.8". Add the following new paragraph: "2.7 Dimensions. 2.7.1 For
free standing drinking water dispensers, the height of the bubbler
outlet shall be between 33 inches and 44 inches from the floor. The
depth and width shall be 25-1/2 inches or less. 2.7.2 For wall hung
drinking water dispensers, the height of the bubbler outlet shall be 33
inches or less from the bottom of the unit, and the depth and width
shall be 19 inches or less." Add the following new paragraph: "2.9.
Installation Instructions. A set of complete and accurate installation
instructions shall be packed with each drinking water dispenser."
Paragraph 3.2, delete. Paragraph 3.3, last sentence, delete and
substitute: "All defects found shall be classified as critical, major,
or minor in accordance with Paragraphs 3.3.1, 3.4, and 3.5 of this
Commercial Item Description." Add the following new paragraph: "3.3.1.
Critical defects. The following conditions of nonconformance with the
stated requirement shall be considered a critical defect which may
affect the safety of the item. The existence of a condition of
nonconformance shall be cause for rejection of the lot. Failure to
provide the contractor's certificaiton of conformance with the SAFE
DRINKING WATER ACT AS AMENDED BY THE SAFE DRINKING WATER ACT AMENDMENTS
OF 1986 (PUBLIC LAW 99-339, JUNE 19, 1986)." Under Paragraph 3.4, Major
Defects, delete the following condition of nonconformance: "No
acceptable evidence of conformance with THE SAFE DRINKING WATER ACT AS
AMENDED BY THE SAFE DRINKING WATER ACT AMENDMENTS OF 1986 (PUBLIC LAW
99-339, JUNE 19, 1986)." Paragraph 3.4, add the following condition of
nonconformance: "Incomplete or inaccurate installation instructions."
Installation difficult (e.g. requires excessive disassembly of the unit
to install, difficult to properly mate inlet and outlet pipes, etc.)
WORKMANSHIP Details of workmanship shall be in accordance with the best
commercial standards and practices. Paints, coatings, platings, and
finishes shall be smooth, dry, adherent, continuous, and not stained or
discolored. Fasteners shall be firmly secured and show no evidence of
deformation, cross threading, or hazardous burrs. Adhesives and
lubricants adequate for their intended purpose shall be properly and
neatly applied. Adhesives shall be adequately cured. Wires and cables
shall be neatly dressed and shall not be frayed or in contact with
sharp edges. Wire and cable insulation shall show no evidence of burns,
abrading, or pinch marks. There shall be no interference, binding, or
galling of parts. External and bearing surfaces shall be free of tool
and gouge marks, nicks, or other surface imperfections. The item shall
be clean and free of corrosion and debris (e.g., chips, shavings,
slivers) or other foreign material. The item shall be free from
manufacturing workmanship defects (e.g., loose, missing, binding or
misaligned parts, sharp or rough external edges, corners or surfaces)
and material workmanship defects (e.g., pits, rips, fins, burrs, tears,
nodules, cracks, blisters) which may adversely impact the item's
serviceability, durability, safety, or appearance. PACKAGING Each item
and accessory shall be preserved and packaged in accordance with
normal commercial practice. The complete package shall protect the item
and accessories against damage during shipment, handling and storage.
Accessories or parts placed in the applianceshall also be packed to
prevent movement. Blocking and bracing in the form of molded cushions,
die-cast fiberboard forms or tie down brackets shall be utilized to
prevent movement of the item within the package. PACKING Each packaged
item shall be packed in a shipping container to insure delivery at
destination, to provide for redistribution by the initial receiving
activity, and shall be acceptable by common carrier under the National
Motor Freight Classification and the Uniform Freight Classification.
MARKING All unit, intermediate, exterior shipping containers, and
palletized or unitized loads shall be marked for delivery to civilian
activities in accordance with latest version of FED-STD-123 or for
delivery to military activities in accordance with latest version of
